Based on the statistical data of Eurostat and Statec Luxembourg, it is highlighted that the population reaches one of the highest levels in Europe in terms of digital skills and technological knowledge. Nevertheless, surveys have shown that there is a digital division between groups of Luxembourg’s population. This practically means that there is a significant gap between certain categories of population, putting thus Luxembourg in a contradictory position.
Aiming at combating the above-mentioned discrepancy, the government of Luxembourg initiated a National Action Plan in order to minimize the digital gap and to equip all the categories of population in the country with the relevant digital skills. Given that the Grand Duchy has totally embraced the concept of digital transformation within its borders, the alignment of every individual with digitalization practices seems –at least– imperative, because this is expected to be an overarching matter in their daily routine.
Focusing on the National Action Plan for Digital Inclusion, led by the Ministry for Digitalisation, particular importance is given to the field of training, among others. Certain training courses referring to digital skills have been initiated since 2021, as well as an e-banking training programme, which aims at familiarizing individuals with the use of digital banking services.
Although the previously mentioned training modules designed by the Ministry for Digitalisation in collaboration with other state actors and non-profit associations are generic, the necessity for such courses’ existence in Luxembourg’s educational curricula is evident. Therefore, it appears that vocational training programmes need to be enriched in Luxembourg and adjusted to the contemporary developments of the society. In this context, NOVEL Group focuses on the prerequisites of the New Digital Economy and the Society of Information and Communication Technologies and, as a recognised VET centre, offers seminars and training courses in modern fields, such as informatics, finance and management, entrepreneurship, and new technologies, targeting the population groups that lack access and support in digital skills. Following the government’s line regarding digital inclusion of every citizen, NOVEL Group has managed to focus on groups that are on the edge of “digital vulnerability”, like young unemployed, long-term unemployed and people with disabilities.
